Core Development offer type

F verified factP decided planC open challenge

P Core Development is a type of request handled by Assessment & Offers. That module communicates/clarifies the request, investigates required effort, crafts an owner-backed offer, obtains the customer's decision on its exact revision and communicates the decision. Other request types needing scope/commercial agreement can use the same graph; an ordinary operational wait does not automatically become an offer.

P Core has no AISA Source implementation, test, release or deployment pipeline. Offer approval is commercial acceptance only. It does not issue implementation grants or initialize source implementers. Support root retains the original case; the commercial coordinator and shared communicator return their scoped result to it.

P The generic numeric-parser (DV-09) and generic paging-clamp (DV-16) examples use this offer type. Their archived evidence helps define required work but supplies no current effort estimate, price or delivery promise. Those fields remain pending; the model must obtain them from the assessment and responsible owner.
